Muddy City: make a new set

More towns to practice on, after the main Muddy City sheet. Once you’ve found a method that works (maybe “pave the cheapest roads first, but skip any road that makes a loop”), try it on towns you’ve never seen to check it really works every time. You get a fresh warm-up town and main town every time you click New set. The set number prints on the sheet. To reprint the same set later, type its number back into the Set # box.
